Explaination:

There is no provision for the post of Guardian Minister in the Constitution or the Rules of Procedure of the Government. This arrangement was made as a link between the government and the district administration. The post of Guardian Minister first came into existence in Maharashtra. After 1972, when Vasantrao Naik was the Chief Minister, ministers were appointed as in-charge of the district. This practice later became common. He was later called Guardian Minister. According to the 74th Amendment, while centralizing powers, a provision was made that a planning committee should exist in every district. Such committees have not yet been established in all the states of the country. In Maharashtra, the Guardian Minister is the ex-officio chairman of the District Planning Committee. Funds are provided for each district in the state budget. The Guardian Minister's role is decisive in this. The Guardian Minister is the main leader of the ruling party or alliance in the district. The post of Guardian Minister does not exist in all states. राज्यघटना किंवा सरकारच्या कामकाजाच्या नियमात पालकमंत्रीपदाची तरतूद नाही. सरकार आणि जिल्हा प्रशासनातील दुवा म्हणून ही व्यवस्था करण्यात आली. पालकमंत्रीपद हे प्रथम महाराष्ट्रात अस्तित्वात आले. वसंतराव नाईक मुख्यमंत्रीपदी असताना १९७२ नंतर जिल्ह्याचे प्रभारी म्हणून मंत्र्यांची नियुक्ती करण्यात आली होती. ही प्रथा नंतर रूढ होत गेली. त्याला नंतर पालकमंत्री म्हणून संबोधण्यात येऊ लागले. ७४ व्या घटना दुरुस्तीनुसार अधिकारांचे केंद्रीकरण करताना प्रत्येक जिल्ह्यात नियोजन समिती अस्तित्वात असली पाहिजे, अशी तरतूद करण्यात आली. देशातील सर्व राज्यांमध्ये अद्यापही अशा समित्यांची स्थापना झालेली नाही. आपल्या राज्यात पालकमंत्री हे जिल्हा नियोजन समितीचे पदसिद्ध अध्यक्ष असतात. राज्यांच्या अर्थसंकल्पात प्रत्येक जिल्ह्यासाठी निधीची तरतूद केली जाते. त्यात पालकमंत्र्यांची भूमिका निर्णायक असते. याशिवाय जिल्ह्याच्या प्रशासकीय व पोलीस यंत्रणेवर पालकमंत्र्यांचे नियंत्रण असते. सर्व राज्यांमध्ये पालकमंत्रीपद अस्तित्वात नाही. उत्तर प्रदेश, बिहार, कर्नाटक, आसाम, राजस्थान, गुजरात, पंजाब, मध्य प्रदेश आदी राज्यांमध्ये पालकमंत्री किंवा जिल्हा प्रभारीपदे अस्तित्वात आहेत.
