Explaination:

In pursuance of an appeal by the then Prime Minister, Pt. Jawaharlal Nehru in January, 1948, the Prime Minister’s National Relief Fund (PMNRF) was established with public contributions to assist displaced persons from Pakistan. The resources of the PMNRF are now utilized primarily to render immediate relief to families of those killed in natural calamities like floods, cyclones and earthquakes, etc. and to the victims of the major accidents and riots. Assistance from PMNRF is also rendered, to partially defray the expenses for medical treatment like heart surgeries, kidney transplantation, cancer treatment and acid attack etc. The fund consists entirely of public contributions and does not get any budgetary support. Disbursements are made with the approval of the Prime Minister. PMNRF has not been constituted by the Parliament. Prime Minister is the Chairman of PMNRF.

जानेवारी 1948 मध्ये तत्कालीन पंतप्रधान पंडित जवाहरलाल नेहरू यांनी केलेल्या आवाहनानुसार, पाकिस्तानातून विस्थापित झालेल्यांना मदत करण्यासाठी सार्वजनिक देणग्या वापरून पंतप्रधान राष्ट्रीय मदत निधी (PMNRF) ची स्थापना करण्यात आली. PMNRF च्या संसाधनांचा वापर आता प्रामुख्याने पूर, चक्रीवादळ आणि भूकंप इत्यादी नैसर्गिक आपत्तींमध्ये मृत्युमुखी पडलेल्यांच्या कुटुंबांना आणि मोठ्या अपघात आणि दंगलीतील बळींना तात्काळ मदत देण्यासाठी केला जातो. हृदय शस्त्रक्रिया, मूत्रपिंड प्रत्यारोपण, कर्करोग उपचार आणि अ‍ॅसिड हल्ला इत्यादी वैद्यकीय उपचारांचा खर्च अंशतः भागविण्यासाठी PMNRF मधून मदत देखील दिली जाते. या निधीमध्ये पूर्णपणे सार्वजनिक देणग्या असतात आणि त्याला कोणताही अर्थसंकल्पीय आधार मिळत नाही. पंतप्रधानांच्या मान्यतेने वितरित केले जाते. संसदेने PMNRF ची स्थापना केलेली नाही. पंतप्रधान हे PMNRF चे अध्यक्ष आहेत.
